The most compliant way to add text on top of images in WordPress is to insert an image in the background of a column in a Kadence Row Layout and type on top of it.

Alternately you could format your image in an image editor with words on top of it. This gives you more control over the layout of the words on all devices but people using screen readers and Google can’t read the words on top of your image. If you plan to use this method make sure you add the words that you’ve placed on top of the image in the image alt tag.
